和 overestimate 不同，cannot be underestimated 是“不可低估”，不是“如何低估也不会过分”。但是这种说法有人反对，认为不规范。英国《卫报》(The Guardian) 2003 年 9 月 9 日第 7 版一篇文章谈到 DNA 数据库时有一句：The seriousness of the threat to individual liberty cannot be underestimated. 原意是：“对于个人自由的威胁，其严重性不可低估。”但是 9 月 12 日该报就发出更正，认为：“Yes it can（的确有可能被低估，要防止低估）. The writer meant that the threat is so great that it cannot be overestimated or overstated（估量多高都不会过分）. It is a frequently recurring error.”在实际语言中，cannot be underestimated 用得很普遍，这里的 cannot 就不是表示客观上的“不可能”，而是主观上的“不应该”。关于 cannot be overestimated，参见 overestimate 条。
